Building Maintenance Grant Scheme for Needy Owners (BMGSNO)
Government Subsidy Scheme — Eligible for Application at Age 60
Latest Update!The Urban Renewal Authority has launched the “Building Maintenance Grant Scheme for Needy Owners”.The application threshold has been lowered, and the maximum subsidy has been increased to HKD 80,000! The scheme applies to building walls, indoor concrete spalling, fire safety systems, and barrier-free facilities — all related to building safety.
To provide financial assistance for homeowners in need to cover home repair expenses, improving building conditions and enhancing residential safety.
Eligibility Criteria
The applicant must hold a valid Hong Kong Identity Card; and
The applicant must be the owner of the residential unit in a domestic or mixed-use building; and
The applicant and their legal spouse (if applicable) must reside in the property; and
The applicant must meet at least one of the following: i. Aged 60 or above and eligible under the Old Age Living Allowance; or ii. Receiving Comprehensive Social Security Assistance (CSSA) or Old Age Allowance; or iii. Receiving Disability Allowance and meeting the asset limit requirements; or a. A family member aged 65 or above; or b. A family member certified by a public doctor as a person with disabilities or in poor health; or c. A family member aged 50 or above who is financially dependent.
The applicant must not have been declared bankrupt or obtained a bankruptcy discharge.
Subsidy Details
The maximum subsidy amount per application is HKD 80,000.Each eligible applicant and their legal spouse (if applicable) may jointly receive up to HKD 80,000 per property.The subsidy amount will be calculated proportionally based on each applicant’s ownership share of the property.
If the applicant has previously applied for the Building Maintenance Grant Scheme for Elderly Owners, they may still apply for the Home Repair Subsidy Scheme for Homeowners in Need.However, the total subsidy amount received under both schemes combined cannot exceed the maximum limit of HKD 80,000.
Subject to government funding availability, each applicant may apply up to four times within 10 years from the date of their first successful application under the Home Repair Subsidy Scheme for Homeowners in Need.
Scope of Eligible Repair Works for Subsidy
Eligible repair works covered under the subsidy scheme include repairs and maintenance related to building safety for residential units and/or common areas of a building (i.e., common parts of a building):
Structural improvement works, such as repairing cracks, damage, or spalling concrete.
External wall repairs, such as repairing damaged rendering or peeling plaster.
Inspection, repair, or replacement of windows.
Building inspection and related repair works.
Fire safety improvement works, such as improving fire escapes, rescue access routes, and fire-resistant structures.
Provision, improvement, and maintenance of fire service installations and equipment in the building.
Demolition of unauthorized structures and removal of illegal rooftop structures.
Repairs, maintenance, and replacement of building facilities and sanitary installations, such as lifts, fire service installations and equipment, electrical wiring, gas pipes, installation of barrier-free access facilities, and repair/replacement of leaking drainage pipes, waste pipes, rainwater pipes, fresh water pipes, ventilation ducts, and underground drains.
Roof and external wall waterproofing works, and repairs to prevent or address water seepage issues.
Repair or maintenance of sloped or retaining walls.
Fire safety improvement works for domestic units or buildings, including testing and professional services (e.g., asbestos removal).
Repair or maintenance works related to the above items, including testing and professional services (such as asbestos removal).
Ancillary or follow-up works related to items 1–12 above, such as restoration or reinstatement works caused by repair or renovation.
Settlement of relevant expenses for repaying outstanding building maintenance loans owed to the Housing Department, Hong Kong Housing Society, or Urban Renewal Authority, and/or legal costs related to the discharge or removal of encumbrances or mortgage orders.
